What do you mean "buy on strength"?... what is considered strength?

Buy on strength means seeing what the stock price is doing, it should be
trading at or above the previous close and not showing signs of backing off. The analysis should also take into consideration what the rest of the market is doing. If your stock is opening higher but the indexes are selling off hard, there is no hurry to add to that position unless you see consistent buying coming to the stock price even as the indexes are heading much lower.

My definition of buy on strength is that I want to see the stock price moving up in the market in general either flat or positive
